This investigation was initiated from a Television News Report. The investigation revealed that, on 03/01/95, at approximately 9:30 pm, a 14-1/2-month-old boy apparently was running his hands through approximately 38 inches of a liquid solution, containing water, bleach, and detergent, which was in a 5-gallon bucket. Never leave a child alone near a water bucket.

Over 200 children ages 12-24 months have drowned.

Only a few seconds left alone and a few inches of water are enough to
drown a child.
